Guide to Understanding the Reference Values
With its continuous commitment to transparency, the Bureau of Customs is providing the Reference Values for various Tariff Headings under the ASEAN Harmonized Tariff Nomenclature (AHTN).
Here’s how the Reference Values are derived.
Through the Statistical Management System (SMS) database, import data covering the ninety (90) day period are extracted. These data are evaluated wherein the outliers such as but not limited to the misclassified goods, goods with extremely high and low values are eliminated.

After the thorough evaluation, the three (3) types of averages i.e., Mean, Median and Mode, are computed.
Mean = 4.114
Median = 3.99
Mode = 3.68
Among the three averages, the second to the lowest value will be considered. This will become the Reference Value of a certain 8-digit AHTN code.
